Raytheon Technologies Sr Prinicpal Subcontract Specialist in Annapolis, Maryland

The Principal Subcontract Specialist is responsible for the development and administration of complex, multi-year development and production service subcontracts requiring ongoing oversight and administration of specifications, statements of work and terms and conditions. The effective candidate must be able to identify and qualify supply source selection, prepare bid packages, analyze and evaluate proposals, perform Price/Cost Analysis, negotiate subcontract pricing & provisions, perform supplier assessments and source selection, prepare/issue Subcontracts and Summaries of Award (SOAs), identify and care for supplier risks and administer resulting subcontracts. In addition the effective candidate must have experience managing Award Fee/Incentive Fee plans and experience negotiating and incorporating subcontract modifications. This role will interface heavily with subcontractors’ cross-functional teams and their lower tier suppliers to ensure subcontractors provide on-time delivery of compliant product at or below program budget. The Subcontract Specialist is an integral member of the internal Subcontracts Management team supporting and collaborating with Program Management, Engineering, Operations, Finance, Quality and Integrated Program Team leads. Job duties must be performed in compliance with Public Law (FAR/DFAR) as well as Raytheon company business policies and procedures.

Responsibilities include:

•Ability to read and understand basic engineering documents

•Oversee and participate in high value subcontract negotiation

•Determine the appropriate selection and issuance of fixed price, time and materials, labor hours and cost-type agreements and/or purchase orders.

•Develop financial plan in driving the cost model down to increase profitability

•Collaborate with the program the coordination of process validation, first article inspections as well as prototype and production schedule

•Work in collaboration with the IPT team the coordination of early supplier involvement in highly technical and/or complex new products, parts and designs to optimize quality and meet schedule

•Develop and maintain excellent business relationships with the subcontractors

•Monitor and provide feedback to the IPT on critical supplier performance to ensure timely delivery

•Oversee the administration of subcontractors to meet all subcontract requirements including but not limited to ownership of financial obligations and mitigating cost overruns, schedule, technical and quality requirements

•Manage administrative tasks including the coordination and support of milestone payment, performance based payment, invoice review, and ongoing communication with the subcontractors and program teams

•Ensure subcontract compliance with Public Laws, company policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements Develop solutions in resolving supplier contractual issues that requires a high level of creativity

•Perform risk assessment, identify potential risks and impacts, and develop mitigation plans

•Participate in source selection process and the development of cost proposal during new business pursuit working collaboratively with Program Management and the IPT leads

•Contribute in process improvement of the department

•Follow market price trends and develop market strategies.

Required Skills:

•8 years of related experience in complex subcontracts

•Experience with DOD procurements

•Thorough knowledge and experience with Government regulations and Public Laws

•Ability to develop and negotiate teaming agreements, master subcontract agreements, and blanket purchasing agreements

•Proven ability to develop and maintain excellent relationships based on mutual respect with senior level internal and external customers, peers and team members

•Demonstrated ability to influence key decision-makers and to effectively negotiate with Subcontractors

•Working knowledge of Earned Value Management System (EVMS) and Risk Management.

•Ability to simultaneously manage multiple subcontracts and priorities

•Problem solving and critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity

•Exemplary written and oral communication skills, excellent presentation skills, ability to listen well and communicate effectively with others

•Proven ability to collaborate across the organization and operate effectively within a matrix environment by resolving conflict and influencing others

•Proven track record that includes collaborating with Program Management and Engineering/Technical people regarding management of SOW requirements and subcontractor work outputs (including cost and schedule)

•Strong negotiation and interpersonal skills

•Demonstrated project management skills

•Ability to obtain and/or maintain a US Government Security Clearance

Desired Skills:

•Raytheon Subcontracts, MPM, and/ or EVM Certifications desired

•NCMA CFCM Certification desired

Required Education (including Major):

Bachelor’s Degree required (B.S. or B.A).

Master’s Degree in Business desired
