The Institute for Innovation and Implementation (The Institute) at the University of Maryland, Baltimore School of Social Work, has an opportunity for a Training Specialist, Senior Training Specialist, Lead Training Specialist, or Training Manager for the Institute for Innovation and Implementation’s Parent, Infant, and Early Childhood (PIEC) Team.These positions are responsible for all functions related to training and technical assistance for supporting PIEC efforts throughout the state of Maryland. The selected candidate will plan, fully develop, conduct, and administer training programs aimed to train professionals and improve their skills and knowledge in parenting, and infant and early childhood mental health and related topics, specifically maintaining content expertise specific to the implementation of both the Pyramid Model and FAN (Facilitating Attuned Interactions). As training and coaching subject matter expert, this position identifies key trainings to implement, designs the curricula, and partners with evaluation team members to develop tools to assess training and other workforce development activities better. This position’s assignments include planning, executing, and status reporting of PIEC training initiatives./The selected candidate’s title will be determined based on their education and experience./ The Institute supports state and local governments and organizations to implement effective systems and practices to best meet the needs of children and youth with complex behavioral needs of children and families. PIEC team (comprised of national experts in the fields of developmental psychology, maternal and child health policy, program development, trauma, evidence-based interventions, and research) works to support EBP implementation and outcomes, mental health financing, homelessness, and substance use in transition-age youth who are pregnant and parenting, early childhood workforce development throughout the state of Maryland. All PIEC projects include robust evaluation and data collection. The PIEC team regularly contributes to federal and Maryland state quarterly and annual reports, policy and position papers, publishes in scientific publications, and regularly presents and lectures locally and nationally. This Exempt, Regular position offers a generous benefits package that includes 22 vacation days, 14 floating and holidays, 15 sick days; comprehensive health insurance and retirement options; and tuition remission for employees and their dependents at any of the University System of Maryland schools. *Essential Functions* /Training Specialist/ * Assesses general and specific training needs within the focus population using generally accepted methods appropriate to the training field. * Assists in researching, developing, and delivering training for child welfare, juvenile justice and/or behavioral health professionals on a wide range of topics related to the workforce development generally. * Communicates at least monthly, in person or virtually, with implementing organizations and the leadership team. * Utilizes data to inform decision making. * Monitors quality of practice and utilizes coaching feedback informs to create action toward implementation integrity. * Participates in the development of evidence-informed practice general training and implementation materials such as manuals, online learning modules, self-test instruments, hand-outs, case studies, and other course materials. Revises and modifies training materials as needed. * Monitors and evaluates the effectiveness of training through established evaluation measures. Uses evaluation data to modify and adapt training. * Networks and builds relationships with organizational leadership to build interest in partnering around successful implementation efforts. * Develops, implements, and maintains effective mechanisms for ongoing relationships/partnerships with department managers, through participation in work groups and by assisting in the designing of long-range training and development plans. * Utilizes tools to provide coaching support to the field including those designated local child- and family-serving systems. * Performs other related duties as assigned. /Senior Specialist/ * Responsible for leading the development and execution of training programs using generally accepted methods appropriate to the training field. Identifies future training needs and strategizes development of training through implementation and evaluation. * Leads the development and delivery of curricula based on implementation science and adult learning principles. * Leads the development, design, and delivery of training aids such as handouts/workbooks, PowerPoint presentations, online training, and evaluation/self-test using adult learning principles. Responsible for continuously evaluating effectiveness of training materials and revising as needed. * Compiles, analyzes, and interprets training data. Assists and plans complex needs assessments to ensure curricula is aligned with department and organization needs. Present and facilitate training programs which apply adult learning concepts, effectively engage participants of varying learning needs and foster learning and implementation of best practice in the field. * Prepares evaluation plans, evaluates individual training modules, prepares written reports of findings, and devises quality improvement plans. * Establishes relationships/partnerships and collaborates with external and internal stakeholders to assess and develop long–term implementation, coaching, and training plans to ensure needs are effectively met. * Develops, recommends, modifies, and implements policies and procedures and/or methods of technical assistance to meet changing needs and requirements and enforces standards. * Provides input on the acquisition and implementation of services offered by outside vendors for use in effective training. * Performs day-to-day operational duties such as: training, coaching, and guiding interns and/or other less experienced training staff; develops policies, procedures, and/or methods for implementation of training; participating in field visits and responding to requests and questions from internal and external stakeholders. * Performs other related duties as assigned. /Lead Specialist/ * Leads large scale and specialized consultation, training, and coaching efforts related to the Pyramid Model, FAN, and other topics relevant to infant/early childhood mental health efforts of PIEC. Identifies future coaching/training needs. Creates strategies to ensure sustainability and training is effectively translated into practice. * Performs project management duties such as creating project work plans, establishing and monitoring goals and objectives, data management, and developing communications strategy to ensure successful implementation of training and coaching initiatives. * Serves as subject matter expert to less experienced training staff. May supervise training staff as necessary. * Establishes relationships/partnerships and collaborates with executive level external and internal stakeholders to assess and develop long –term implementation and training plans to ensure needs are effectively met. * Leads overall development, review, modification of existing and new training curricula. * Leads reporting of all deliverables, efforts, and progress. * Leads the overall development and design of training aides and materials. * Develops, recommends, modifies, and implements policies and procedures as it relates to training and coaching. * Performs operational duties such as monitoring training costs, acquiring and implementing services offered by outside vendors. * Performs other related duties as assigned. /Training Manager:/ * Manages and evaluates training/coaching programs, including supervising training and onsite implementation activities, ensuring consistency of training implementation, maintaining curricula and certification models as appropriate, and working with leadership in the design of the evaluation component of the training and coaching work. * Assist in the development of strategic direction for workforce development programs, to include establishing goals and the development of a program work plan, maintaining relationships with partners, and working toward desired outcomes. * Assists with the development and review of training curricula based on research, best practices, adult learning theory, and implementation science with attention to transfer of learning to child welfare, juvenile justice and behavioral health practice. * Manages and supports the development, performance, and engagement of training/coaching staff. * Manages the creation, refinement, and dissemination of training manuals and other educational materials. * Provides direct training and coaching as necessary. * Manages preparation, coordination, and maintenance of program content and delivery methods for the daily operations and events. * Responsible for leading the development and execution of training and coaching programs using generally accepted methods appropriate to the field and child serving system. * Identifies future workforce development needs and strategizes development of support plans through training, coaching, implementation, and evaluation. * Manages the use of databases to critically analyze key elements related to workforce development and deliver data. * Participate in various committees and teams to consult with faculty and administrative officials on policy and program needs as well as various administrative issues. Develops, implements, and maintains effective mechanisms for ongoing relationships and partnerships through participation in internal, state and national committees and workgroups. * Manages the coordination of regular publication of summary reports. * Develops policies, procedures, and/or methods for implementation of training. * Assists in development and execution of workforce development activities and contracts. * Performs other duties as assigned. Training Specialist:Bachelor’s degree in Social Work, Psychology, Human Development, Education, Public/Business Administration, Communications, or discipline appropriate to training being conducted. Two (2) years related training experience including providing coaching and workforce development activities related to evidence-based practices. Consideration may be given for a unique combination of education and experience. Senior Training Specialist:Bachelor’s degree in Social Work, Psychology, Human Development, Education, Public/Business Administration, Communications, or discipline appropriate to training being conducted. Four (4) years related training experience including three (3) providing coaching and workforce development activities related to evidence-based practices. Lead Training Specialist:Bachelor’s degree in Social Work, Psychology, Human Development, Education, Public/Business Administration, Communications, or discipline appropriate to training being conducted. Five (5) years related training experience including three (3) providing coaching and workforce development activities related to evidence-based practices. Training Manager: Bachelor’s degree in Social Work, Psychology, Human Development, Education, Public/Business Administration, Communications, or discipline appropriate to training being conducted. Five (5) years of experience directly related to the training specialization and prior experience in child serving or human service systems (child welfare, juvenile justice, education, or behavioral health) developing and presenting curricula grounded in adult learning theory. One (1) year in work coordination, training, and daily oversight of staff, students, or volunteers. Preferred for All Levels:Master’s degree in Social Work, Psychology, Counseling, or a related field of study. Demonstrated experience in direct service with parents and children 0 – 8 is strongly preferred. Licensed mental health professional history preferred. Knowledge of Pyramid Model, Circle of Security and FAN model is required, with a strong preference for training certificates in both Pyramid Model and FAN. If selected applicant is not a certified trainer in either model, they will be expected to complete tasks to acquire appropriate certifications to support workforce development in the models within 18 months of start date. Pyramid Model certification is facilitated for the state of Maryland through the PIEC team efforts, and national trainer certification in the FAN model is facilitated through Erikson Institute. *Knowledge, Skills, and Abilities* * Possesses knowledge of position requirements and the ability to maintain high standards with the work being performed and maintain awareness with trends and influences. Ability to learn new information and apply it to development programs to ensure that training schemes are up to date and useful. Capacity to exercise initiative, resourcefulness, and sound judgment with an ability to solve problems and make informed decisions. * Certified trainer in both the Pyramid Model and FAN (Facilitated Attuned Interactions) as well as other screeners, assessments, and evidence-based interventions within the fields of parent coaching and infant/early childhood mental health preferred. * Assumes personal responsibility for all outcomes; makes effective and timely decisions; and learns how to effectively use technology. Maintains productivity and uses knowledge strategies to increase knowledge base. Ability to prioritize and meet deadlines. Strong critical thinking skills aid in assessing the strengths and weaknesses of approaches to problems and the viability of various solutions, and in helping trainees develop these skills themselves to get the most out of their experience. Skill in analyzing complex topics, policies, and procedures to prepare detailed summaries. * Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Writes and presents information concisely. Interprets and understands written information and can listen attentively to verbal and non-verbal cues that lead to a deeper understanding. Possess excellent training and group facilitation skills. * Ability to work cooperatively with others and demonstrates professional, ethical, respectful, and courteous behavior when interacting with others. The Hiring Range for the Senior Training Specialist is in the low $70,000s to the low $80,000s, commensurate with education and experience.
