DEFINITION OF CLASS:This is responsible inspection work involving the enforcementof Federal, State and local building codes, housing codes (including propertymaintenance and livability codes) and city ordinances. The employee works under thegeneral supervision of the Director, Department of Public Works in conducting inspections,investigating complaints of code violations and initiates remedial action. Work isperformed with latitude for exercising independent judgment and action in accordance withCity and departmental policies. This is a Classified position.EXAMPLES OF DUTIES (Includes, but is not limited to):Investigates various types of structures and properties for health and safety hazards.Inspects single and multi-family dwelling units to determine existence of minimumhousing code violations with respect to structure, plumbing, electrical wiring, sanitation,etc.Determines legal description, owner and zoning of properties.Informs violators of findings and may recommend corrective measures to bringdwellings into compliance.Maintains records of inspections and prepares and serves violation notices.Re-inspects properties to determine compliance with notice; may initiate remedialcourt action and testifies in court or other hearings as expert witness.Prepares violation and other related correspondence and reports.Attends pertinent meetings, hearings and conferences.Assist in disposition of abandoned vehicles.Performs other duties as required.QualificationsMINIMUM QUALIFICATIONS:Completion of high school or GED supplemented with some construction experience; knowledge of construction building codes.Familiarly with applicable Federal, State and local housing codes and ordinances.Good working knowledge of the principles of sound housing construction, plumbing and electrical installations.Ability to establish and maintain effective working relationships with building owners and/or their agents.Ability to enforce codes and regulations with firmness, tact and impartiality.Good physical condition.Ability to deal tactfully and courteously with other employees and the public.Special RequirementsLICENSE AND CERTIFICATION:Possession of a valid Class C Maryland drivers license. Drivers license is to be in good standing and acceptable to the City of Cambridge, and/or its insurance carrier.CERTIFICATION:Must become ICC Property Maintenance and Housing Inspector certified within 2 years from the date of hire. This certification must then be maintained.PHYSICAL ABILITIES:Requires the ability to function both indoors in an office environment, (approx. 60%) and outdoors (approx. 40%) often under adverse weather conditions, walk in rough terrain, climb standard ladders (250 pound weight limit), negotiate obstacles, navigate crawl and concealed spaces, tolerate dust and mold, lift up to sixty (60) pounds.Requires near and far visual acuity to read detailed maps, drawings, other printed material, computer screens, observe moving objects, and observe physical layouts.Requires manual and finger dexterity to write and to operate microcomputers and other office equipment.Requires the ability to alternatively sit and stand for sustained periods of time to observe construction and perform counter work.OTHER:The above job description is not intended as, nor should it be construed as, exhaustive of all responsibilities, skills, efforts, or working conditions associated with this job.Reasonable accommodations may be made to enable qualified individuals with disabilities to perform the essential functions of this job.
