Summary

This position is part of the National Archives and Records Administration (NARA), Research Services, Special Access and Freedom of Information Act (FOIA) Program. As a GOVERNMENT INFORMATION SPECIALIST, you will manage the day-to-day administration of FOIA requests from the public, including analyzing requests and answering questions regarding FOIA policies and procedures at NARA.

Responsibilities

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. -Serve as the on-site FOIA representative responding to customer queries via email, phone, and in person. In working with customers, you will provide clarification on NARA rules and regulations concerning access, explain various provisions of the Freedom of Information Act, assist in narrowing the scope of information requested, and explain various administrative processes.

-Process incoming FOIA Requests using NARA's FOIA case management system and drafting initial responses as appropriate.

-Determine which unit has custody of the requested records and route requests to the appropriate unit.-Process requests for reproductions of released records.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. A one year probationary period may be required. Must successfully complete a background investigation. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: To be qualified for this position at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:

  • Supporting general office operations such as managing a database, compiling reports, drafting correspondence, tracking communications, and customer service; AND

-Communicating orally and in writing with the public and using time management to respond to requests within set deadlines; AND

-Generating and maintaining electronic and paper case files.

OR

Ph.D. or equivalent doctoral degree in a field related to the position

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related to the position.

OR

You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. To be qualified for this position at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:

-Supporting general office operations such as managing a database, compiling reports, drafting correspondence, and customer service; AND

-Providing reference services to access materials.

OR

Master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related. You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. To be qualified for this position at the GS-07 level, you must have at least one year of specialized experience equivalent to the GS-05 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:

-Communicating with the public; AND

-Supporting general office operations such as managing a database, compiling reports, and drafting correspondence.

OR

1 full year of graduate level education

OR

superior academic achievement.

You may qualify by a combination of experience and education. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable

For the GS-11, you must have been at the GS-09 level for 52 weeks.

For the GS-09, you must have been at the GS-07 level for 52 weeks.

For the GS-07, you must have been at the GS-05 level for 52 weeks.

Education

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
