POSITION OVERVIEW

The Collection Manager (CI/HUMINT Reports Officer) Applies intelligence collection systems and capabilities to inform intelligence consumers of collection developments and relevancy through a range of products. Collaborates across the IC to understand customer intelligence needs and gaps to optimize developing and validating collection requirements for the customer. Evaluates the efficiency and effectiveness of multi-INT collection against requirements; and the execution of collection plans and strategies to generate reliable and valid intelligence to customers. Assesses the value of collected intelligence versus the customers? need(s) and decision making.

DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS)

  • Identify collection gaps, related trends, and opportunities; assess collection options, test assumptions, and produce judgements, recommendations, and solutions to refine collection.

  • Use statistical, algorithmic, mining and visualization techniques to find and interpret ISR data sources.

  • Assist in developing methods and criteria to evaluate whether collection requirements been satisfied, using Measures of Effectiveness (MOEs), Measures of Performance (MOPs), responses to collection plans and strategies, and others, and produce feedback of findings.

  • Produce analysis identifying gaps in collections methods, and models future intelligence collection scenarios for Collection Strategists, Intelligence Planners, and Collection Enterprise Architects.

  • Consolidate relevant and actionable reporting into Intelligence Information Report (IIR) format to meet Command reporting obligations, filling intelligence gaps for the United States Cyber Command (USCYBERCOM) J2, J3 and J5, as well as external members of the Intelligence Community (IC).

  • Draft and submit evaluations and Source Directed Requirements (SDR) to collectors to ensure continued and increased collection against and visibility into Command requirements.

  • Maintain communication with collectors to ensure visibility into any produced information that will assist the Command?s mission requirements.

  • Function as the J2X lead for Intelligence Planning Teams.

  • Compile monthly collection operations management statistics and reporting.

  • Maintain responsibility for the consolidation, storage and dissemination of all DoD HUMINT and CI collected malware along with the Knowledge Management/Information Technology and Records Management Command requirements for the J2X.

JOB REQUIREMENTS AND QUALIFICATIONS

  • Possess experience, is knowledgeable in CI/HUMINT intelligence collection management systems, databases, processes, and principles.

  • Understands J2?s role in executing USCYBERCOM?s collection management authorities as governed by delegated SIGINT authorities and how those authorities are extended to the CNMF.

  • Ability to work independently with minimal oversight and direction while providing guidance in selecting, designing, and applying analytic methodologies.

  • Demonstrated capability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.

  • Experience developing concise, insightful, and comprehensive products for defense intelligence and leading teams in researching multifaceted or critical problems.

  • Knowledgeable in the application of Intelligence Community (IC), Office of the Director of National Intelligence (ODNI), and Defense Intelligence Agency (DIA) standards, guidelines, and procedures.

  • Familiarization in evaluating collected intelligence reporting, engaging with collection managers, and developing collection requirements.

Education

  • Senior Level ? Master?s degree in a related area from a college or university accredited by an agency recognized by the U.S. Department of Education or 17 years of experience with a bachelor?s degree

Experience

  • Senior Level ? At least 12 years of experience conducting analysis relevant to the position with at least a portion of the experience within the last 2 years.

Specialized Knowledge/Skills Requirements

  • Demonstrated proficiency in conducting statistics and using statistical packages such as, but not limited to, Matlab, SPSS, SAS, S-PLUS, or R.

  • Graduate of an in-residence DoD / IC collection management course.
