The Alaka’ina Foundation Family of Companies (FOCs) has a potential need for a Senior Budget Analyst to provide the Defense Information Systems Agency (DISA) Joint Regional Security Stack (JRSS) with Systems Engineering and Technical Assistance (SETA) support out of Ft. Meade, MD.

DUTIES INCLUDE:

  • Develop, evaluate, and analyze cost models, estimates, budgets, spend plans, business cases, and performance metrics for the client's projects and initiatives.

  • Quickly adapt to rapidly changing priorities, identify and help develop integration between various efforts.

  • Identify the customer base from which to gather clear, concise requirements and legacy costs.

  • Provide tactical and strategic analysis of changes to be considered on activity prioritization and impact on other Government work priorities.

  • Have primary ownership of the project deliverables.

  • Monitor cost, schedule, and performance using tools like Microsoft Excel, Project, Defense Agencies Initiative (DAI) financial software, BCM, and other analytical software tools.

  • Have daily interactions with subject matter experts, schedulers, and program acquisition managers.

  • Provide day-to-day updates to the Program Manager.

  • Work is expected to be accomplished from a Ft Meade, MD Government location with potential infrequent local travel.

REQUIRED SKILLS AND EXPERIENCE:

  • Experience leading a budget analyst team supporting a high visibility DoD program.

  • Experience developing, coordinating, and inputting packages into the Defense Agency Initiative (DAI) financial system.

  • Demonstrated knowledge of the rules for use of Operations and Maintenance, Procurement, and Research, Development, Test, and Engineering appropriated funds; understanding of bona fide need and penalties for misuse.

  • Knowledge of Defense Working Capital Fund and experience developing cost estimates to move programs to cost recovery.

  • Experience in reviewing and validating cost estimates in Independent Government Cost Estimates (IGCEs).

  • Experience analyzing Business Case Analysis to identify potential shortfalls in the WBS/funding structure.

  • Demonstrated knowledge of the entire Planning, Programming Budget Execution (PPBE) lifecycle.

  • Demonstrated knowledge of coupling strategic planning with annual budgets in order to show the budgetary and out-year sustainment tail impact of execution year funding decisions.

  • Experience developing, refining, sustaining, and analyzing a Program's historical costs and return on investment of past business cases to help inform future expenditure decisions.

  • Experience identifying and collecting the financial data to support responses to Congressional Inquiries

  • Experience developing impact statements regarding POM or Mid-Year funding reductions.

  • Demonstrated experience developing and analyzing cost and schedule risk-adjusted life-cycle cost estimates (LCCEs), IGCEs, BCAs, Analysis of Alternatives (AoAs), program office estimates, and other cost analyses.

  • Demonstrated ability to brief executive leadership on program cost positions, impact of budget changes on supported programs, and other cost issues.

  • Understanding of how Will Cost and Should Cost are implemented and used in the DoD.

  • Experience with Microsoft Office, including Excel, Word, and Outlook.

  • Ability to critically assess data and communicate priority findings to teams.

  • Ability to work with multi-stakeholder, technical, and matrixed organizational environment.

  • Ability to work under minimal supervision and manage client and team relationships.

DESIRED SKILLS AND EXPERIENCE:

  • Experience supporting high value/high visibility programs and contracts within the DoD.

  • Experience ensuring work products are in compliance with Office of Management and Budget (OMB) regulatory guidelines and processes, Better Buying Power guidance and processes, and Will Cost guidance and processes.

  • Experience working with diverse teams of contractors.

  • Experience with DoD Adaptive Acquisition Framework as it applies to Defense Programs.

  • Ability to be flexible, show initiative and innovation, and deal with ambiguous and fast-paced situations.

  • Possession of excellent data gathering analytical, and problem-solving skills.

  • Possession of excellent oral and written communication skills.

REQUIRED EDUCATION/CERTIFICATIONS:

  • 3-5 years with a bachelor’s degree and a DoD Financial Management Certificate or 5-7 years with Associates and a DoD Financial Management Certificate.

CITIZENSHIP AND CLEARANCE REQUIREMENTS:

  • Must be a US citizen.

  • Must have a Top Secret clearance.
