METIS Solutions Project Manager in Ft. Meade, Maryland

Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. ACTIVE TS/SCI clearance is required.


  • Shall be responsible for the performance of the work and have full authority to act for the contractor on all contract matters relating to daily operation of this contract

  • Shall develop and monitor project tasks and schedules, and manage projects of supervised lower level employees

  • Shall provide oversight and direction to contractor employees, communicating responsibilities, priorities, and mission from government leadership to the staff

  • Shall provide weekly updates to leadership, in addition to monthly status reports, consisting of a roll up of all contractor deliverables and staffing

  • Shall be responsible for oversight and compliance of counterintelligence (CI) analysis and vetting operations at the Federal Bureau of Investigation (FBI)

  • Tasks for include, but are not limited to preparing briefing and providing training on intelligence analysis, security screening, and vetting operations to correct identified deficiencies as requested by the contracting office representative (COR) or Technical Task Manager (TTMs)

  • Shall provide written report of the observations and analytical gaps in contractor CI analytical functions and processes to Security Vetting Office (SVO) within 3 working days

  • Shall conduct quarterly visits of intelligence and research operations at the FBI to exchange information on best practices, identify trends, and to identify any analytical gaps

  • Shall assist the COR with the development of written policies, procedures, and guidelines for several areas within both the Department of Defense (DoD) and FBI to ensure legal and security measures are fully identified and implemented

  • Shall ensure successful training and on boarding of incoming contractor analysts

  • Training includes, but is not limited to databases: analytical tools, FBI EC and LHM preparation, lead preparation, ,and FBI mandatory training for membership at the FBI including FBI Virtual Academy, FBI's Domestic Investigations and Operations Guide (DIOG), Intelligence Oversight, or other computer-based training requirements.

  • Shall distribute, allocate, disseminate tasking, and provide oversight, supervision, and review/verify completion of assigned tasks to subordinate analysts

  • IAW with the Army and Intelligence and Security Command (INSCOM) Memorandum for Understanding (MOU), shall notify the COR prior to designating up to two contractors to support other FBI immediate international terrorism actions, emergency, or crisis situations for up two weeks at a time

  • Shall ensure all approved tasks/projects are planned, coordinated, and communicated with oversight authorities and personnel as appropriate

  • Shall establish baselines and metrics relating to task planning, preparation, and execution of this task order. The PM Report shall be delivered to the government within 30 days of aware

  • Shall ensure all approved tasks/projects are delivered following the Government approved priorities, schedule, and budget

  • Shall establish cost controls and resource management plans to ensure accurate cost reporting and adequate staffing for the execution of this task order. This information shall be captured in the Project Management Report and shall be delivered to the government within 30 days of award

  • Shall in conjunction with contractor staff leads at the locations, conduct quality assurance and control checks

  • Shall ensure all task/project information is reported and tracked and further, that the government shall have complete, unfettered access to all data in the database.

  • Shall furnish and/or create reports that extract data as directed by the Government

  • Shall provide labor category /functional capability on hand to demonstrate available staffing, planned, deployment status, vacation, known turnover, and planned/inbound new hires in a weekly roll up report to the COR

  • Shall provide weekly reporting of labor hour effort expended, by Contractor and Sub-Contractor employee, by site, for all tasks/projects to the requirement /sub- requirement levels

  • Shall provide continuous status for all approved tasks/projects, to include deviations and remediation strategies

  • Shall provide real-time contract information to the KO/COR as needed or requested

  • Shall also provide system readiness data using CLIP, CISS, and other known FBI systems. When assigned tasks/projects fall behind schedule, or experience cost overruns the program manger shall provide the contracting officer (KO)/COR a report describing the problem, causes and a mitigation plan and timeline to resolv ethe problem

  • Shall conduct a formal lesson learned program and risk management program

  • Shall perform all necessary administrative support requirements, including but not limited to contract financial management, accounting and reporting, precision scheduling, control and monitoring of mission support operations, Technical Instructions (TIs) and task management, and coordination oversight of mission system network management and support operations

  • Shall ensure timely updates and accuracy of all tasks, contract personnel travel and leave, mission system and facility readiness, work orders, shipping, financial reports, contract modifications and procurements

  • Shall actively participate in specified meetings, briefings, conference, seminars, progress reviews, etc. This participation may include providing management, technical, cost or schedule information and other advice and assistance to the KO/COR

  • Shall work with KO, COR to coordinate date, time, and location of task order program management reviews (PMR)

  • Shall provide work breakdown and integrated baseline schedule (with planned monthly costs) at initial meeting, as well as general performance information to the Government throughout the GI acquisition. General performance information includes, but is not limited to the following: Risk Management; Recruiting/Human Resource (HR) Management; Contract and Subcontractor Management; Quality Management; Financial Management; Security Management; and Training Management


  • ACTIVE TS/SCI clearance and CI Polygraph required

  • Bachelor's degree and 10 years of professional management work experience

  • Must possess an active Program Management Professional (PMP) certification or become certified within 6 months of hire

  • Shall possess knowledge of the intelligence cycle and the analytical process that acts on collection to produce information for intelligence databases and products

  • Shall possess strong knowledge of intelligence oversight and security guidelines

  • Must be familiar with Department of State (DoS) (VISA vetting operations), National Security Agency (NSA), Defense Intelligence Agency (DIA), Central Intelligence Agency (CIA), FBI, National Counterterrorism Center (NCTC), and other federal law enforcement agencies ' mission and intelligence products

  • Must know how to access and use common intelligence community networks (Joint Worldwide Intelligence Communications System (JWICS), Secret Internet Protocol Router Network (SIPRNet) and the Non-secure Internet Protocol Router Network (NIPRNet) and as applicable FBI equivalent networks to coordinate the exchange of information by email and must be able to access and use specified databases
