Position Description:

Exeter Government Services has been successfully partnering with the Federal government since 2002 and needs to expand our proposal team in response to the addition of two new GWAC contracts, ITES-3S and A2SB. This role includes responsibility for RFI/RFP response teams in a non-managerial position working out of our headquarters location in the RIO Washingtonian Center in Gaithersburg, MD, minutes from I270 .

Excellent research skills and the ability to write persuasively and articulately are essential. The main job duties involve researching, writing, and organizing ideas. Additional duties may include conducting interviews, creating strategies, working with graphic designers, and presenting proposals. The candidate will effectively convey information about Information Technology (IT) services, in many cases to those who might be unfamiliar with these details. He or she must handle multiple revisions, edit and re-edit proposal sections as needed, and ensure that proposals maintain a consistent tone or voice. The individual will study Requests for Proposals (RFPs) to determine the information needed for specific proposals, conduct interviews with technical subject matter experts, attend meetings, and gather source information. They might also create project schedules and deadlines, coordinate responsibilities, and prepare presentations.

Primary Responsibilities:

· Exhibit extensive knowledge of industry best practices to ensure proposals that conform to a higher-than-the-norm standard of quality

· Understand company service offerings, experience, and capabilities

· Write clear, compliant text to meet RFP or RFI requirements

· Translate solutions into effective business proposals

· Rewrite sections to change unclear or non-compliant text into readable and grammatically correct English

· Edit content for clarification and consistency

· Adhere to proposal schedule deadlines

· Understand proposal databases

· Evaluate and enhance text and graphics

· Employ interpersonal, communication, and team-building skills in collaboration with diverse groups

· Determine proposal concept by identifying and clarifying opportunities and needs, studying RFPs, and attending strategy meetings

· Meet proposal deadline by establishing priorities and target dates for information gathering, writing, review, and approval

· Coordinate requirements with contributors, and provide proposal status information in review meetings

· Apply layout and other desktop publishing skills

· Maintain quality results by using templates; following proposal-writing standards, including readability, consistency, and tone

· Maintaining proposal support databases

· Obtain approvals by reviewing proposal with key providers and project managers

Required Skills:

· Advanced MS Word skills & proficient in MS Office

· Experience with Department of Defense proposals and Federal Government contracting in the IT field

· Ability to translate complex ideas into easy-to-understand text

· Can estimate time for proposal deliverables and adhere to schedules

· Understands how to communicate difficult or sensitive information tactfully

Required Qualifications:

· A bachelor's degree in Journalism, Communications, English, or a related field, or a degree in the IT field, are desired

· 5+ years of proposal writing

Desired Qualifications:

· Proposal management certification or courses highly preferred
