KBR is hiring a Director of Proposal Operations. This role is responsible for all facets of proposal operations across Space & Mission Solutions business unit (SMS). As a key contributor to our competitiveness and market success, this position will help establish proposal best practices/compliance, streamline day to day operations and ensure governance throughout the proposal cycle. This position will report to the Vice President of Business Development for SMS.
Oversees the strategic planning and tactical operational management necessary to deliver high quality, fully compliant and winning proposals
Provide interfaces for the various levels of the business
Manage day-to-day proposal operations impacting the business
Provides governance and management of proposal operations activities through establishment of best practices
Supports responses to RFP’s and other customer facing documents.
Creates, maintains, and utilizes best practice management tools: proposal scheduling, workload analysis, win statistics, proposal automation, resource library management and other tools/techniques to add quality, speed and efficiency of our work products.
Works with counterparts in other areas of the business to ensure alignment.
Assign, coordinate, and manage the workloads of project proposal staff
Receive and escalate issues from subordinate staff, especially proposal managers and coordinators. Resolve issues when possible, or assign to other staff (product, business, IT, etc.).
Create and maintain a transparent all-projects schedule with statuses and important milestones so that all members are informed about upcoming deliverables and emergencies.
Assist business staff and business owner in the writing and reviewing of budgets, contracts, proposals, questionnaires, and audits.
Ensure that all work adheres to all applicable policies, procedures and work instructions.
Ensure project managers consistently deliver projects on-time, on-budget, per specification and with high levels of customer satisfaction.
Participates in planning sessions as necessary to assist in determining proposal approach and overall timelines associated with proposal delivery requirements.
Establish, communicate a quality metrics.
Establish and roll-out strategies for efficient implementation and continuous improvement of SOPs and WIs, based on metrics and feedback
Coordinate formal and informal proposal management training.
Serve as a mentor/advisor to project managers.
Work with other BD and Capture resources to ensure key messages are conveyed in the proposal response
Ensure proposal sections are aligned with instructions and horizontally integrated across different volumes and attachments.
Establish a deep understanding of all operational aspects from business development through project close-out and provide support as needed to open bottlenecks and as problems or issues are encountered.
Implement and maintain Project Management Standards across the business unit.
Bachelor’s degree in Marketing, Economics, Business or related technical field
Minimum of 15 years’ experience in with proposal operations and running a proposal organization
5-10 years of leadership experience managing a team of 15+ people.
Excellent written and verbal communication skill in English.
Ability to present and influence an executive audience
Ability to easily shift focus from project to project to meet changing deadlines
Problem solving and critical thinking ability required
Excellent data analysis skills
Regional travel required occasionally, may include overnight stay(s)
Ability to work with minimal supervision and collaborate effectively with management
Good Interpersonal skills and abilities to work well with others
Able to earn others' trust and respect through consistent honesty and professionalism in all interactions.
Someone who promotes cooperation and commitment within team to achieve goals.
Ability to analyze sets of data on a micro and macro level and presenting or including analysis in strategic decisions.
Experience analyzing market and competitive data. Has a deep understanding of the customer’s business objectives and purchasing criteria.
- MBA or graduate degree a plus
