Mechanical Planner

Job Summary:

Having an individual to focus on Mechanical systems is essential to providing the reliability to the facilities infrastructure that GSFC requires in support of its mission. The mechanical planner focuses on HVAC systems, mechanical-related plumbing, energy metering, HVAC controls, air balancing etc. Works with maintenance personnel in performing condition assessments at the equipment and system levels and identifying the requirements necessary to sustain these systems. Oversees and assures all mechanical-related condition assessments are kept current and performed uniformly. Develops mechanical projects and associated budgets. Provides project packages identifying project scope, justification, budgets, and schedules. Develops "what if" scenarios relative to mechanical projects and how they affect the facility’s mission. Performs Life Cycle Cost Analysis.


  • Exercise proficiency in facilities management including planning, design, construction/repair, cost estimating, operations, and condition assessment. Additionally, experience with AutoCAD, GIS, CMMS systems, and RS Means is important.

  • Exercise proficiency in written and interpersonal communication skills to plan, write up, and advocate for projects.

  • Ability to utilize information from maintenance personnel to assist in performing condition assessments leading to the development of the Annual Work Plan and 5 Year Project Plan. The projects in these plans shall include maintenance and repair of plant and site infrastructure, equipment and building systems maintained as part of the baseline (core) effort of the FOMs III contract as well as IDIQ tasks and replacement of obsolete items.

  • Develop project related presentations in regard to project scopes, basis of need, and cost justifications.

  • Present project requirements in a professional manner to GSFC level forums such as planner prioritization sessions (Shark Tanks) and the Facility Review Committee (FRC).

  • Ability to handle simultaneous activities such planning multiple projects, risk assessment failure scenarios, and life cycle cost analysis in order to deliver information to stakeholders in a timely and accurate manner.

  • Provide strategic advice to FMD on how to better maximize facility project investments to meet mission objectives and develop strategies to support funding requirements for different GSFC funded programs.

  • Learn GSFC Mod. & Rehab. /CoF program cycle and how to prioritize work to meet the milestones of those programs.

  • Meet with GSFC stakeholders to identify facility/infrastructure requirements and develop such requirements into new potential projects.

  • Provide planning and program documentation to satisfy the specific programs requirements, these project plans shall include project scope, justification, acquisition strategy, schedules, and cost estimates (included in the FRD), when required completion of NASA forms such as NF 1509/10 and NF 1739 shall be performed. Provide project planning completeness to support the level of funding and approvals required.

  • Provide status and other reports of progress, studies, and analysis as requested.

  • Provide recommendations for feasibility studies. Conduct economic analysis as necessary on institutional projects. Complete the Safety and Environmental Checklist (MOSI electronic version) and submit to code 250 and 360 early in the stages of planning.

  • Participate in evaluation meetings to determine the most advantageous application of limited funding resources against facility requirements and assist Government staff as needed.

  • Support facility condition assessments annually as required.

  • Provide subject matter expertise to IDIQ projects only when needed by the PM or due to project complexity.

  • Once trained provide Reliability Centered Maintenance (RCM) improvements into requirements for all work products to maximize RCM capabilities/potential.


Minimum Qualifications:

  • Requires degree in mechanical engineering from an accredited college/university.

  • Must be highly skilled in the use and manipulation of Microsoft Office.

  • Experience in Auto-CAD design and drafting and other facilities infrastructure database programs preferred.

  • Must have ability to adapt to and explore new advancements in facilities technologies.

  • Public speaking experience (used to advocate for projects in front of groups, presenting new ideas/technologies, monthly meetings, etc.) is helpful.

  • Team Player, working cooperatively with fellow planners, technicians, and government to achieve a common goal.
