Job Summary:

The Defense Counterintelligence and Security Agency (DCSA), formally Defense Security Agency, is a federal agency of the United States Department of Defense solely responsible for the national security clearance process. The Vetting Risk Operations Center (VROC) conducts advanced vetting methodologies designed to address insider threat risk within the government’s cleared population. The Expedited Screening Center (ESC) resides within the VROC to conduct specialized screening of an identified population and contribute to the mitigation of insider threat risk.

The Project Manager reports directly to the Sr Program Manager and will provide complete oversight of the contract to ensure proper execution of the all-source intelligence analysis support provided to the customer within the Defense Counterintelligence and Security Agency, Expedited Screening Center located in Hanover, Maryland and Fort Belvoir, Virginia. The Project Manager is responsible for product Quality Assurance, contractor compliance of performance measured against the Performance Work Statement (PWS), government compliance to the PWS, deliverable execution, and customer interface. PM standard individual administrative tasks including individual time, timesheet, leave, and training completion; performance management; compliance with customer organization and company standards; performing other tasks as assigned and demonstrating proficiency, accuracy and attention to detail in all assigned duties.


  • Manage a comprehensive team of analysts across all functional areas of the PWS for each task order.

  • Ensure all contract deliverables are completed to standard and delivered on time to the customer.

  • Participate in meetings and conference calls with the customer, corporate leadership or others as required.

  • Provide detailed status reports to the customer and corporate leadership such as weekly or monthly status reports.

  • Maintain overall team schedules through coordination with on-site team leaders.

  • Advise and assist the team within the analytical cell on high-risk determinations and in its mission to provide strategic direction and oversight in the coordination of high-risk assessments with operational guidance pertaining to counterintelligence organizations.

  • Assist in analyzing the performance of protocol tactics, techniques and procedures and provide insight to help measure how programs and specified projects are performing with respect to population sets, access to existing or new current threat landscape, available data holdings, and input from other government agencies.

  • Review, advise and consult on intelligence trends and threats; review up-to-date information derived from sensitive investigations; analyze and compile information and collected intelligence to modify and enhance summary products and draft Intelligence Information Reports (IIR) or other reports.

  • Lead and assist in the development of analytics related to a joint initiatives and coordinate sophisticated investigative techniques including support for integrating new tradecraft for analysis into protocols and standard operating procedures.

  • Support Intelligence Community and drive liaison with members of the USIC, attend meetings, draft and review documents, assist with the preparation of correspondence with Other Government Agencies (OGA) government agents and other contractors, and provide other related services as required.

  • Provided oversite to the maintenance and update of tracking mechanisms, files, and systems in support of RFI tracking, product progress reports, trend and vulnerability analyses, and data calls on a daily basis.

  • Prepare and provide informal and formal briefings as required, on intelligence and/or analytical products, assessments, and status reports to Government personnel, to include senior level leaders.

  • Responsible for the develop and administer training on systems and procedures associated with personnel security operations based on government identified existing and emerging training shortfalls. This training may include but is not limited to training on existing or refined business rules, processes, procedures and/or systems use.

  • Capture and analyze current business processes and procedures for Part 5 specific tasks and make recommendations for efficiencies.

  • Prepare comprehensive analytical assessment reports, and recommendations using other relevant information and intelligence, for use in, but not limited to: assessments, referrals, and suitability and security determinations.

  • Will serve as the lead analyst to all the analytical staff on program.


Minimum Qualifications:

  • Bachelor's degree (Master's degree preferred)

  • Minimum 10 years’ experience in program or project management in a supervisory role with demonstrated experience working within the intelligence community as well as implementing and improving business processes.

  • Minimum of fourteen (14) years’ experience in all-source, counterterrorism, or counterintelligence analysis

  • Within the 14 years of experience, possess a minimum of six (6) years’ experience in counterintelligence specifically

  • Minimum six (6) years of intelligence report writing experience

  • Active TS/SCI Clearance is required

  • Certificate of completion in one of the following certified Department of Defense courses: Counterintelligence Agent, Intelligence Analysis, or Human Intelligence

  • Demonstrated proficiency and understanding of threat-country collection methodology, order of battle, and general intelligence activities

  • Demonstrated experience in properly marking classified documents, adhering to disparate classifications of data, and handling of classified information across domains

  • Demonstrated ability to communicate effectively, both orally and in writing. Ability to communicate within teams of subordinate employees to senior leadership and high-ranking Government or Corporate officials

  • Demonstrated experience communicating and coordinating with various IC agencies and participating in inter-agency working groups

  • Demonstrated experience in utilizing current intelligence-related automation, applications, tools, and databases to support intelligence analysis and production

  • Highly proficient in Microsoft Office applications to include Word, PowerPoint, Excel and Access

  • Possess a high level of attention to detail
