Summary:

Secretary of the Air Force Concepts, Development and Management Office (SAF/CDM) Network and Architectures Directorate (CDMN) Mission Partner Capabilities Office (MPCO) is charged with providing DoD-wide enterprise-level development, integration, systems engineering and synchronized delivery of mission capabilities and DoD-wide enterprise services that support interagency, strategic, allied, multinational, coalition, joint and combined Command and Control (C2) and intelligence coalition information sharing requirements. These capabilities include cross-domain services, cybersecurity and interoperability testing. The MPCO assumes responsibility for modernization, management, integration and consolidation of the Combined Enterprise Regional Information Exchange System (CENTRIXS), Pegasus, Combined Federated Battle Laboratory Network (CFBLNet), Virtual Data Centers (VDCs), US Battlefield Information Collection and Exploitation Systems (US BICES) and US BICES extended (US BICES-X).

As the MPCO Systems Engineer/Architect SME, your role is to perform as the lead architect to support the evaluation, analysis, and design of the MPCO/BICES Capability Office (BCO) enterprise.

Responsibilities:

  • Coordinates the development and annual update of the US BICES-X Enterprise Global Architecture Design document for the BCO.

  • Assists the BCO with reviewing and providing comments on all US BICES-X Enterprise design documents.

  • Supports the MPCO/BCO with the design and development of the MPCO Enterprise with specific emphasis placed on the evaluation, analysis and recommendation of capabilities enabling the connection of multiple SECRET/REL environments.

  • Assists the MPCO with oversight and management of the implementation, fielding and sustainment of the MPCO Enterprise.

  • Provides the MPCO with technical advice and architectural design recommendations in assessing and evaluating appropriate interfaces between the US BICES-X Enterprise, NATO, US and Coalition Mission Partner classified cloud environments and/or foreign partner systems and networks.

  • Recommends the most promising technologies, and based on a business case analysis, recommends which technologies should be road mapped into an operational or projected MPE capability.

  • Recommends the actions necessary to demonstrate the value and applicability of technology and transition it to full operational capability, including recommendations on how the technology should be demonstrated or prototyped in order to reduce risk.

  • Identifies the shortest, most efficient and lowest risk path for implementing technology, with various identification of courses of action when there is a conflict between the shortest and lowest risk path.

  • Recommends technologies in order of priority based on operational necessity.

  • Assists the MPCO with oversight and management of the implementation, fielding and sustainment of the MPCO Enterprise.

  • Provides the MPCO with technical advice and architectural design recommendations in assessing and evaluating appropriate interfaces between the US BICES-X Enterprise, NATO, US and Coalition Mission Partner classified cloud environments and/or foreign partner systems and networks.

    Essential Skills and Experience:

  • Security clearance: Current Top Secret with SCI eligibility

  • Requires a Master?s degree in Computer Science, Information Systems, Engineering, or other Scientific/Technical discipline.

  • Desired: Any Agile, ITIL or SCRUM certification.

  • 10+ years progressive experience in Network implementation.

  • 6+ years? experience performing Network specific work.

  • 3+ years? experience in configuration/change management in coalition, military, interagency, multinational or joint information sharing activities.

  • Recent (within 3 years) experience in one or more areas including but not limited to DoD Architectural Framework, NATOFMN, DISA (MNIS), JIE or DI2E.

  • Experience in systems engineering, design, integration, testing & fielding, and maintenance of information system to include planning, estimating, defining and documenting the requirements for complex systems, equipment and software configurations.

  • Experience with architectural concepts and cybersecurity requirements IAW RMF.

  • Experience in engineering or architectural development in the design, testing, implementation, and sustainment of complex intelligence or information sharing systems.

  • Experience in supporting of operations or military intelligence systems and military C2 information sharing efforts.

  • Knowledge and application of DoD, CJCS and CNSS security related policies and guidance.

  • Experience with supporting USA DoD military networks.

  • Advanced knowledge of Microsoft Office and other office automation products for producing presentations, portals, documents, spreadsheets, etc.

  • Experience in coalition operations and/or bilateral military information sharing efforts desired.

  • Knowledge of satellite and terrestrial communications desired.

  • Knowledge and experience with FMN, JIE and JADC2 desired.

  • Knowledge of JWICS (SCI), including FMN Protected Core Networking (PCN) and Cloud environments desired.

  • Familiar with DoD Intelligence field?s concepts, practices, and procedures desired.

  • Strong oral/written communication skills and analytical/problem-solving skills
