The Project Manager leads multi-disciplinary teams that manage complex projects within the Facility Design & Construction Division.
The Project Manager leads cross functional project teams that manage projects with varying degrees of complexity, principally, but not limited to, the planning, design and construction of physical capital assets (water/wastewater plants, pumping stations, storage and transmission facilities, and rehabilitation projects). Job incumbent has the responsibility for the design and construction phases of a project, serving as the primary point of contact for project management activities. Project team membership will be functionally diverse, reflecting the intent and objectives of individual projects. The Project Manager works under general direction of a Section Manager with wide latitude for independent judgment and decisions in the execution of a broad range of difficult project management assignments.
The Project Manager is distinguished from the associate level by the increased scope and complexity of assigned projects, by the political sensitivity of the assigned projects, by the delegated responsibility exercised, and by a reduced need for supervision.
Leads a team that manages complex planning, design and construction projects such as treatment plants, pumping stations, transmission projects, or other major facilities; or that manages projects for delivery of organizational, program, or corporate benefits and improvements
Leads and mentors project team members
Consults and works with team members from various Commission organizations, including senior leadership, in the administration of consultant, Architect/Engineer (A/E) and construction contracts and associated procurement mechanisms
Reviews project technical, management, and budgetary plans; ensures project compliance with corporate policy and technical specifications
Participates on project teams of others, including management review, re-engineering and policy groups
Gathers data and prepares diagnostic and prescriptive reports on significant Team, Division or institutional issues
Serves as Commission project representative equivalent to consultant’s or contractor’s Project Manager
Reviews, negotiates and finalizes contracts and change orders
Develops and implements project management strategic plans and resultant monitoring mechanisms
Assists in the development of the Capital Improvement and Engineering Support Programs, as well as Division and other budgets
Oversees the work of associate project managers, inspectors and support staff on specific project assignments and in general mentoring and coaching roles
Participates in 360 degree staff evaluations for annual performance reviews, as well as for incentives and compensation initiatives
Reviews and approves monthly and final payments for A/Es, contractors and vendors
Drives a vehicle to conductWSSCWater business
Serves as Acting Section Manager in their absence
Proxy for other Project Managers when needed
Performs related duties as required

Ability to climb ladders and work in confined spaces and elevated locations
Utilize appropriate safety equipment and comply with procedures
Ability to hear audible alarms and abnormal equipment noises
Ability to visually inspect equipment and processes any time of day or night
Good physical condition, particularly absence of respiratory and back problems
Required Knowledge, Skills, And Abilities
Comprehensive knowledge of the principles and practices of design and construction project management, environmental engineering and associated organizational management systems
Ability to organize and lead cross functional project teams
Ability to maintain project team focus and effective structure including the development of a strategic project management plan encompassing schedule, budgetary, contractual, human resources and stakeholder elements
Must possess the knowledge and skills required to effectively access and involve other agencies, internal staff, the general public and special interest communities
Demonstrated team building, group leadership, project management and verbal and written communication skills
Minimum Education, Experience Requirements
Bachelor’s degree in civil, sanitary, environmental engineering or related engineering discipline
5 years of progressively responsible experience in project management
High School diploma or equivalent
9 years of progressively responsible experience in project management
Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain aWSSCWater driver’s permit within 90 days of hire or transfer date
Completion of theWSSCWater Financial Disclosure statement within 30 days of employment and annually thereafter
Registration as a Professional Engineer in Maryland. If candidate has PE license in another state, candidate must obtain Maryland registration within 12 months of hire or transfer date
Certification as a Project Management Professional by the Project Management Institute (PMI) or certification as a Construction Manager by the Construction Management Association of America (CMAA)
