The office of the General Counsel is responsible for legal, privacy, contracting, merger and acquisition, litigation, and compliance activities, as well as government and regulatory affairs. The Program Manager (PM) delegates responsibility to the Subcontracts Program Manager (SPM) to manage the Subcontractor Scope on the program. The SPM is accountable for the technical, cost and schedule performance of the Subcontractors and is supported by a Subcontract Administrator (SCA), Financial Analyst (FA) and PM. Some of the specific responsibilities include:
Manage the overall business conduct of the Subs
Request and participates in preparing RFP packages
Analyze Sub proposals and assists with negotiations as required
Ensure proper definition of Sub task requirements; preparation and maintenance of the SOW
Manage the Subs performance to plan
Support the SCA in resolution of Sub problems which can be related to timekeeping/invoicing, award fee, budget, etc.
Provide the primary day-to-day interface with the Sub Company POCs and SCA
Request non-employee accounts for Subs through Beeline and associated service tickets
Assist in creation of Program Directives and obtaining required approvals
Performs a variety of project administration support services involving data review, reporting, project coordination, budget review, and other related duties in support of the Project/Program Manager. Provides support to the Project/Program Manager in planning, managing, and monitoring projects through its life cycle. Works on overall project planning through reporting on project schedules and deliverables. Briefs management on the status of action items and metrics to track contract performance. Coordinates projects; develops system for data collection, reporting criteria and records; researches and compiles statistics and data for projects; may assist in writing narratives for reports. Monitors project timeline; tracks document submissions; creates, monitors and maintains audit files. Identifies, communicates and resolves risks. Identifies and resolves issues to eliminate or mitigate the occurrence of consequences that may impact the success of the project. For program compliance, designs and implements procedures to fulfill project objectives and criteria; may prepare memorandums; works with agencies to resolve concerns and issues. Prepares monthly variance reports with associated footnotes. Evaluates and monitors the performance and efficiency of programs to ensure that program implementation is on target.
Requires 10 to 12 years with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD.
The work is onsite in our office in Laurel, MD
Candidate must have a current Top Secret/SCI clearance with Poly (Please note a full scope poly is preferred but a CI poly will be considered)
Must have experience with program management/subcontracts management/subcontracts/budgets/etc.
