We are seeking a Business Growth Manager to be responsible for managing business identification, capture, and proposal functions to achieve business growth targets for a federal consulting firm. Your duties will involve the full lifecycle of identifying and assessing new business opportunities, leading capture planning, market research and go-no go decision processes, identifying and building relationships with key partners, designing and executing winning proposal strategies, overseeing the proposal development and proposal production process, and coordinating with subject matter experts to achieve winning proposals.

Responsibilities

  • Develop strategies and implement repeatable, consistent processes for opportunity identification, capture, and development.

  • Conduct market research across a broad range of data sources to develop a pipeline of opportunities in COE service lines.

  • Lead the development of capture strategies for pipeline opportunities and making bid/no-bid decisions when solicitations drop.

  • Develop a multi-year pipeline to support achievement of COE growth targets. Filter data to narrow down opportunity to meet COE’s strategic goals.

  • Manage development of capture plans for opportunities owned by senior staff to include completing required data repository requirements in COE’s CRM. Where appropriate, make presentations to COE leadership to recommend and justify pursuit and bid opportunities.

  • Develop business intelligence on selected opportunities to include identification of program owners, incumbents, teaming opportunities, published briefings, staffing requirements and subject matter experts, GAO and IG reports, etc.

  • Develop COE’s capacity to identify opportunities within our client agencies or congruent with our portfolio of services and build successful capture strategies that result in winning proposals.

  • Manage the strategy, development, and submission of all COE proposals, ensuring effective representation of COE capacity to deliver and commitment to excellence.

  • Support COE capture leads in developing RFI responses as appropriate, accurately representing COE’s capacity to respond to RFI requirements and in consideration of COE’s win strategy.

  • Reach out to and engage with government contracting officers, small business leaders, potential teaming partners, and program managers in support of identified business opportunities.

  • Collaborate with the marketing team to Identify and attend contractor outreach events and industry days, webinars, conferences, relevant networking events.

  • Manage repositories of relevant proposal data.

Required Experience:

Required Elements

  • Bachelor's degree in related discipline required.

  • 6 - 8 years of experience with federal proposals and a thorough understanding of what it takes to achieve success in proposals and business development processes.

  • Exceptional verbal and written communication skills. Ability to persuade and justify based on data and analysis.

  • Strong initiative and organizational skills, able to execute rapidly across multiple entities and capture events.

  • Robust and accurate research skills.

  • Skilled in accessing and querying federal data sources including beta.SAM.gov and GovWin.

  • Capacity to manage people resources in a matrixed environment with patience and an awareness of competing priorities to gain buy in on business growth initiatives to keep capture activities moving forward.

  • Ability to maintain confidentiality and non-disclosure of sensitive information.

  • History of ethical performance.

  • Proven experience in building and managing internal and external teams that achieve success.

  • US citizenship required.
