GAP Solutions Inc Sr. Construction Manager (National Institutes of Health) in Rockville, Maryland

Position Objective: Provide services as a Sr. Scientific Program Manager in support of the overall functions of the Office of Science Management and Operations (OSMO), Office of the Director (OD) within the Office of Workplace Solutions (OWS), with the National Institute of Allergy and Infectious Diseases (NIAID).

Duties and Responsibilities:

  • Support construction operations as an owner’s representative for two newly constructed federal buildings at the National Institutes of Health.

  • Support senior federal facility specialists in managing and coordinating efforts of two concurrent new construction projects for a federal laboratory building and a federal vivaria which are in two separate locations.

  • Align these two federal projects so that they complement one larger program which is of high visibility.

  • Lead meetings and organize complex information into understandable efforts.

  • Coordinate consultants and contractors including engineers, architects, and construction contractors in order to deliver projects on time and on budget, following plans and specifications.

  • Manage submittal review, information management and document retention within a document repository managed by others.

  • Coordinate with the construction and property management teams to ensure organized and efficient transfer of buildings from construction to property management.

  • Prepare regular project progress reports for internal management and partners

  • Support internal design and construction teams in concept development and planning.

  • • Manage all changes in scope, requests for information and proposed change orders

  • • Build and maintain relations with governmental agencies/departments including planning staff, building and safety and other pertinent permitting departments.

  • Awareness of the NIH culture and ability to successfully engage with broad ranges of staff, on diverse topics as associated with relocation planning, execution and follow up.

  • Survey and plan complex facility projects, providing point-to-point management as requested by the customer, and in support of larger requirements as defined by the scientific program as well as OWS.

  • On-site presence with customers, can quickly assess a situation, offer on-site recommendations and follow up so that the project is executed near flawlessly and with minimal interference in ongoing biomedical research or other facility related activities.

  • Inspect the work of other vendors for completeness and quality, inform OWS, to ensure that the project end results are suitable for both OWS and customer requirements.

Basic Qualifications:

  • Master’s degree in engineering management, CIVIL engineering.

  • Minimum of fifteen (15) years of related experience.

  • Knowledge of institutional biomedical buildings types; specific knowledge of federal construction is valuable.

  • Understanding of the federal construction process, and the role of a construction manager supporting a complex owner.

  • Ability to communicate effectively to individuals from diverse backgrounds and education levels to solve complex, multi-dimensional challenges within fast moving project execution timeframes.

  • Understanding of complex scheduling that includes multiple construction phases and parallel efforts of activation development.

  • Understanding of critical path definition and schedule evaluation to find most efficient effort forward and advise federal leadership accordingly.

  • Ability to see and understand risk in decision of the construction contractor and offer suggestions to federal managers as to how to overcome such risk.

  • Diverse experience in all facets of facilities project management which includes customer interface, planning, understanding current project management methodologies, risks associated with hand offs to vendors, dealing with difficult clients and vendors, and complex relocations (i.e. laboratory moves, expensive equipment, biological specimens, etc.).

  • Demonstrated ability to work with all levels and functions within an organization including executive, finance, operations, IT, sales and human resources.

  • Understanding on how to work directly with interior design teams on matters concerning office furniture and laboratory equipment configurations

  • Awareness of the NIH culture and ability to successfully engage with broad ranges of staff, on diverse topics as associated with relocation planning, execution and follow up.

Minimum Qualifications:

  • Understanding on how to work under pressure during current COVID-19 working conditions.

  • Demonstrated experience in working well with other NIH organizations which support projects such as biosafety, IT, physical security, accountable property, and warehousing.

  • Ability to write and verbally resolve conflicts in a mature and non-combative manner.

  • Ability to work collaboratively within the NIAID environment and recognizes the high- quality standards and expectations of the NIH and NIAID communities.

  • Strong, motivational team builder with experience in managing small and large diverse teams with varying backgrounds and experience levels.

  • Excellent ability to work with senior management in a multi-cultural and multi- generational workplace.

  • Solid business acumen and decision-making skills, with ability to identify and resolve issues.
